Section 73-20-31 NMSA 1978:
C. The commission may:
(1) advise the Department of Agriculture and the New Mexico State University board of regents concerning any matter that in its opinion has a significant impact on or otherwise substantially affects soil and water conservation; and
(2) promulgate rules to carry out the provisions of the Soil and Water Conservation District Act [73-20-25 NMSA 1978].
